Preface
After passing the Real Estate Transaction Specialist Examination in 2024, I successfully completed the registration practical training course in February 2025.
After that, you apply for registration with the prefectural government, and once registration is complete, you apply for a real estate agent license. The process was quite complicated and involved many steps.
I'm writing this as a memo, hoping it will be helpful to others in similar situations.
This information pertains to Aichi Prefecture, so the procedures may differ for those living in other prefectures.
Regarding the electronic application process for registering as a real estate agent,I couldn't find any websites explaining how to do it, so I decided to write about it myself.
For people who simply go to the counter to apply, I don't think there's much new information written here.
Application for Registration as a Real Estate Transaction Specialist (Electronic Application)
The Challenge of Electronic Application
Now, regarding the application for registration as a real estate agent, most people will probably go to the "Construction and Real Estate Industry Office, Urban General Affairs Division, Urban Infrastructure Department, Aichi Prefectural Government Bureau of Urban and Transportation" at the local government center located near Nagoya Castle Station (formerly City Hall Station).
However, since I applied electronically this time, I was able to complete the registration process without having to go there in person.
Electronic applications are accepted.Ministry of Land, Infrastructure, Transport and Tourism's Integrated Procedure Processing System (eMLIT)You can do it with "[this method]".
You will need to create an account, but it's not particularly troublesome.
Individuals should create an "eMLIT account".
(This is separate from accounts for corporations and sole proprietors.)
Log in using your one-time password and search for "Real Estate Transaction Business Act: Application for Registration of Real Estate Transaction Specialist [Real Estate Transaction Specialist]".
When you go to the relevant page, input forms for applicant information, application information, etc. will appear on a single page.
It's a bit informational and difficult to read, but let's carefully decipher and input each part one by one.
Required documents can be uploaded in JPG or PDF format.
Gathering the necessary documents can be challenging, but since you can temporarily save your input status and uploaded documents, you can take your time and proceed with the application little by little.
I personally found it convenient because I could make rapid progress while waiting for my certificate of completion after finishing the registration practical training.
Document collection (stamp rally)
In my case, the required documents were as follows:
(Pattern where practical experience is obtained through the registration practical training course)
(a) Pledge
There is a special form on the Aichi Prefecture website, so please fill it out and upload it.
It's called Form No. 6.
The date you fill it out must be within one month of the application date.
Because I was only going through the application process little by little, the date on my application had become about two months old, and the prefecture contacted me to ask if it was okay to correct it (more on that later).
(b) Identification card
It's a document you can obtain from the local government office of your registered domicile, stating something like, "I am not considered an adult under guardianship or conservatorship."
Please note that this is not a form of identification in the usual sense, such as a My Number Card or driver's license.
This is especially important to note for people whose registered domicile is far away.
Please note that in some prefectures, the document may be called "Identity Certificate."
For documents submitted, the validity period is within three months from the date of issue.
(d) Certificate of non-registration or medical certificate
This is a certificate issued by the Legal Affairs Bureau.
I ended up going to the Nagoya Legal Affairs Bureau to pick it up.
If you're requesting it by mail, you should be able to submit the request to the Tokyo Legal Affairs Bureau.
Please note that this is also only valid for three months from the date of issue.
While it has a similar feel to the "identity certificate" mentioned in the previous section, the introduction of the guardianship system by the Legal Affairs Bureau has resulted in the existence of both records from municipalities based on family registers and guardianship registrations recorded by the Legal Affairs Bureau. Therefore, both are now required.
(e)Residence card
This is easy.
However, please note that the validity period is only three months from the date of issue.
For those living in Nagoya City, it might be inconvenient as you still can't get your resident registration certificate issued using the multi-function printers at convenience stores.
(j) Certificate of passing
Take a picture of the document you received upon passing the exam and upload it.
(k) Documents relating to registration qualifications: A certificate of completion issued by a registered practical training institution.
This is the certificate of completion you receive after finishing the registration practical training course.
In my case, the implementing organization sent it to me a month after the program ended.
I was waiting for this document when I submitted my registration application, so I was really looking forward to it.
(u) Face photo
The photo must have been taken within the last six months prior to the application (although no one can prove the date it was taken).
There are no specific size requirements for electronic applications, so it's easy.
However, you will need three 3cm x 2.4cm passport-sized photos when applying for your real estate agent license later, so you will probably end up needing to take photos on paper anyway.
It's easy to take a selfie with your smartphone and print it at a convenience store's multifunction printer using glossy paper.
You can submit your application by gathering and uploading the above documents and clicking the submit button.
Your application will be received within a few days. If there are any issues with the documents or if there are any other matters to be addressed, you will receive a message through the system, so please respond accordingly.
In my case, I was asked, "The date on the pledge is more than a month old, so is it okay to revise it?"
It was easy because all I had to do was press the "Agree" button in the system, and it would be corrected automatically.
However, if any documents are missing, you will likely be asked to gather them and resubmit, so be sure to review and check everything multiple times before submitting your application.
Seeking revenue stamps
Once your registration application is successfully accepted, you will receive a message asking you to send a ¥37,000 Aichi Prefecture revenue stamp along with documents that show your name and application number, via registered mail.
First, please note that prefectural revenue stamps are different from "revenue stamps."
(Revenue stamps are paid to prefectural governments, while revenue stamps are paid to the national government.)
There are several places where revenue stamps are sold, but your nearest city hall is probably the safest option.
It would be a good idea to check the nearest location on the prefectural government's website.
Furthermore, there isn't a specific format required for documents that show the applicant's name and application number.
However, there is a "Print Form" button on the application screen of the electronic system, so I think you can just print that.
I only noticed the button later, so what I actually sent was a roughly printed copy of the input form page from the electronic system.
I printed out the application screen and put the 37,000 yen revenue stamp in a clear file, wrote "City Planning Division, Construction and Real Estate Office, Real Estate Group, 3-1-2 Sannomaru, Naka-ku, Nagoya City (3rd floor of the Community Center)" on a size 2 envelope, and took it to the post office.
Since it is specified that it should be sent by registered mail, please follow those instructions.
Since it contains high-value revenue stamps, they will not be held responsible if it is lost.
After sending the revenue stamps, there was no activity for a while.
However, exactly one month later, I received a notification from the system stating that the registration review and processing had been completed.
(You will receive a notification at the registered email address.)
Within a few days of receiving this message, you will receive a postcard at your home confirming that your real estate agent registration is complete.
With the arrival of this postcard, all necessary actions with respect to the prefecture will be complete.
Application for Real Estate Broker License
Now, nextAichi Prefecture Real Estate AssociationNext, you will need to submit an "Application for Issuance of Real Estate Transaction Specialist Certificate."
(This is the case because if you apply within one year of passing the exam, you do not need to take the training course.)
The documents required for the application are as follows:
1. Application form for issuance of Real Estate Transaction Specialist Certificate (Form No. 7-2-2)
2. Real Estate Transaction Specialist Management Card
3. Three facial photographs
4. Real Estate Transaction Specialist Qualification Registration Notice
5. Identity verification documents
6. Handling fee: ¥4,500
7. Envelope for mailing (if you wish to receive it by post)
The above "1. Application Form for Real Estate Transaction Specialist License" could be downloaded from the Aichi Prefecture website.
However, it says to contact the Real Estate Association regarding "2. Real Estate Transaction Specialist Management Card," so I will check the Real Estate Association's website.
Then I saw it said, "When you apply for registration as a real estate agent, it will be issued at the counter of the Real Estate Group, Urban General Affairs Division, Urban Infrastructure Department, Bureau of Urban Development."
So, I wondered if that meant I'd still have to go to the prefectural office even if I applied electronically, but it turns out that these forms are also available at the Real Estate Association, so there's no need to go all the way to the prefectural office.
Going directly to the Real Estate Association would have been fine.
I think it will cause confusion if they don't mention that it's also available at the Real Estate Association.
The Aichi Prefecture website says, "Please contact the Real Estate Association," so I felt a bit like I was being given the runaround, not knowing which one to go to.
*According to the prefecture, if you go directly to the prefectural office to apply, they will have something called a "blue envelope" available.
The package contains "1. Application Form for Real Estate Transaction Specialist License" and "2. Real Estate Transaction Specialist Management Card," and for most people, these are sufficient. It seems to be a trap that people who use the less common method of electronic application fall into.
At the Real Estate Association, a staff member at the reception desk will provide one-on-one instruction on how to fill out the necessary documents.
You can fill it out to some extent beforehand, but if you're unsure, you can fill it out on the spot while receiving guidance, so there's no need to worry.
I brought my documents without attaching a photo, but when I handed them the photo, they attached it for me.
By the way, since I didn't want the hassle of going to pick up my real estate license, I brought "7. Envelope for sending" with me.
I wrote my address and name on a long No. 3 envelope, affixed 460 yen worth of stamps to it, and handed it over.
The envelope didn't look very nice, with a total of eight stamps (50 yen and 80 yen) affixed to it, but there didn't seem to be any problems.
Since it costs 460 yen, it will probably be sent by registered mail.
If it's within the standard size range, a size 2 envelope should be fine.
Applications for real estate agent licenses are accepted until Friday each week, and the licenses are mailed out the following Friday.
Therefore, it will take approximately 7 to 14 days for your real estate agent license to arrive.
I applied on Thursday, so the timing seems to have been good.
Afterword
This time, I was able to gather various documents and successfully submit my application.
It gives me the same sense of accomplishment as when I collected all the orbs in Dragon Quest III and revived Ramia.
Obtaining and submitting official documents can be a hassle, but once you've done it, it's not that difficult.
Electronic applications may be convenient, but obtaining the necessary documents can be quite time-consuming these days, so the benefits might be minimal at the moment.
I felt that if we lived in a society where all applications could be completed from the comfort of our homes, we might be able to live with a little more ease.
